Low-lying is the condition of the place that the altitudes which are lower than sea level. However, Venice recently faces same issues that cause catastrophic flooding influencing not only the conveniences of living for citizens but also the commerce of tourism and businesses. Thus, they start making the plan for helping some buildings that are pretty close to the banks of canals to move far away from them in order to prevent buildings from being submerged by the flooding.
